You can refer to countrycode.org for assistance in finding the full dialing string. AT&T also has a more comprehensive table structure of international dialing access codes for reference.

Long distance dialing for the university is provided by AT&T. You can refer to their rate structure for an idea what costs will be associated with your call. The university does receive a discount on those rates and it is highly variable by country and time of day.

0844 numbers in the United Kingdom are equivalent of toll-free 800 numbers in the United States but most of these numbers cannot be dialed from the US. It is up to the person you are subscribing whether to accept calls (and the cost) of international calls from land-lines, mobile and Voice Over IP systems. Toll-free calls may not work from the voice over IP system. In that case, find a "local" number and dial that directly instead of using the toll-free option. 

How do I get International Long Distance capabilities?

  • Please submit a request (see "Related Services / Offerings" on this page) explaining the business need for having this service enabled.
  • This service is enabled per line appearance and/or per person.
  • Submit enough detail to specifically know who, where, and what numbers will be involved.
  • To prevent fraudulent use, it is recommended that international dialing be allowed on the personal number only.

We are asking for this information so that we can best optimize the institutional costs associated with telecommunications. If we understand the why behind these metrics we can better negotiate future rates.

Background

International long distance can be very costly per minute and is also a form of toll fraud. Therefore, it is blocked on university phones by default. Depending on the country called, the expenses can be measured in dollars per minute or even as low as pennies per minute. Research needs to be done into where you will be calling to understand the impacts on the telecommunications budget.

Costs Associated with International Calling

Charges are very difficult to plan as every call may incur a different rate depending on time of day in the US and in the dialed country, whether dialing to a land line or a mobile phone, whether an operator is required, and whether AT&T is the country's carrier. A very basic reference by country is on AT&T's U-Verse (a residential service) website. As a state agency, we do receive a discount off standard rates when applicable. In the past, the chargeback to the department model was the primary cost controlling measure. Now with pooled resources, those effects are no longer in place.

Depending on the frequency and the cost associated with the request, international dialing may or may not be included in your annual telecommunication charges. Our Cisco IP Phone system rate structure includes incidental long distance based on historical use over the last 7 years. Future incidental use was planned for in our system but individuals or departments with frequent above average expenditures may be asked to cover those costs. International long distance dialing is not enabled on Cisco IP phones by default and a request explaining the business need is required to enable the service.
